Job Function:
This position has responsibility for accounting and reporting for Joint Ventures relating to New Venture projects. Immediate requirements are for OPL 90/225 Cameroon and Libya. Maintaining budgetary control of expenditures against Joint Venture budgets and AFE's and reporting on significant variances. There is a requirement to work closely with Commercial and Technical managers and Joint Venture Partners to maintain high standard of control and reporting.
Involvement with setup and handover of accounting requirements to in-country office staff may follow with successful operational outcomes. Some foreign travel may be required.
There is also a need to supervise accounting and reporting for the Operated OPL 90/225 Contract as the accounting records are maintained in Lagos, Nigeria.
Currently, ventures with Partners are Operated but there may be requirements to manage non-Operated ventures as they arise.
Principal Accountabilities:
Prepare and monitor cash calls, accruals and forecasts for OPL 90/225 and ensure that they are correctly controlled against budgets and AFE's. Liaison with Lagos office required.
Approve and issue Joint Venture budget, billing statements and associated reports for OPL 90/225 and ensure that they are correctly analysed and recorded financial ledgers.
Prepare all cash calls/invoices, accruals and forecasts for New Ventures and ensure that they are correctly controlled against budgets and AFE's.
Prepare Joint Venture billing statements and develop other related reporting for New Ventures and ensure that they are correctly analysed and recorded in financial ledgers.
Control the preparation of AFE's, verify against budgets and ensure that they are processed and approved efficiently in accordance with relevant Agreements.
Prepare summaries of the capital and operating budget statements for management information.
Maintain reconciliations of New Venture Joint Venture accounts, necessary for audit requirements, and follow up variances where necessary.
Maintain controls for Licence/Contract payments/obligations/commitments.
Monitor and control Operated Joint Venture bank accounts with appropriate reconciliations.
Prepare the Operated budgets and assist with the consolidated budget and plan.
Prepare, with Technical management, revised forecasts to ensure work programs are reflected.
Ensure the requirements of relevant Contract/Licence Agreements are met including reporting, budgetary control and tax computations.
Highlight budget/AFE/target overruns promptly to Technical and Finance management and recommend actions to resolve the issues.
Ensure accurate accounting records on a project by project basis and develop an awareness of current operating issues. Identify potential areas of concern for line management review and action.
Maintain and develop relations with Joint Venture partners and ensure that queries are dealt with in a timely and efficient manner. Attend meetings as necessary.
Act as audit co-ordinator for New Venture Joint Venture audits.
Develop effective controls to manage and report a high level of data flow.
The position demands the ability to collate data for control purposes and to ensure consistency between financial and management reporting.
Ensure all ad hoc queries are dealt with in a timely manner.
Supervision exercised:
Possible supervision of in country accounting staff, especially when there is no expatriate finance manager in place
Experience required:
Experienced in systems based accounting for oil & gas activities and spreadsheet applications. SunSystems experience is preferred.
At least 8 years in a finance function with Operated Joint Venture experience.
Good interpersonal skills to work with Technical and Finance management, and Joint Venture Partners.
The incumbent must be comfortable working under their own initiative as well being a proven team player.
Flexible approach is required to cope with a growing environment.
